What is an ERRCS 

ERRCS stands for Emergency Responder Radio Communication System. It’s an in-building wireless system designed to boost, amplify, and distribute emergency radio signals throughout a structure.  

ERRCS uses a bi-directional amplifier to enhance two-way radio communications for firefighters, police officers, and EMTs. They keep them connected even in areas where signals are normally weak or blocked.  

NOTE: It’s a life-safety system, and in many California buildings it’s legally required before a certificate of occupancy can be issued.

Who Needs ERRCS in California 

All new buildings and structures, such as the following:

  • Big box retailers
  • Self-storage facilities

Who Doesn’t Need ERRCS in California

 Why ERRCS Matters: Its Importances  

Without ERRCS, emergency personnel, including fire, police, and EMTs, may face dangerous communication dead zones. Thus, delaying their ability to respond to critical situations. 

5 Key Components of an ERRCS 

The primary parts of every ERRCS consist of the following core components:

  1. Donor Antenna: The door antenna is mounted on the roof of the building. It captures and receives emergency radio signals from public safety radio towers.
  2. Bi-Directional Amplifier (BDA): It’s considered the heart of the system. The BDA amplifies radio signals in both directions, from the donor antenna to the in-building antennas and back from responder radios to the external network.
  3. Distributed Antenna System (DAS): DAS is a network of indoor antennas that distributes and receives amplified signals throughout the building.
  4. Battery Backup / UPS: Battery backup systems are designed to comply with local codes, often providing power for 12 to 24 hours.
  5. Monitoring and Alarm Panel: ERRCS alarm panels provide alerts for system malfunctions, power failures, or other issues requiring attention.  

ERRCS Installation Requirements in California 

1. Codes and Standards 

California ERRCS installations must comply with multiple standards, including: 

  • NFPA 1225
  • IFC Section 510
  • Local Authority Having Jurisdiction mandates  

The California Fire Code and California Building Code govern the specifics. Installation of ERRCS must also follow the design and maintenance guidance laid out in NFPA Standard 72, Chapter 24.

2. Coverage and Signal Strength 

Coverage requirements are strict and non-negotiable. NFPA 1225 generally calls for 90% radio coverage in general building areas and 99% coverage in critical areas such as stairwells, basements, and elevators.

3. Permits and Licensing Requirements 

Before any work begins, building owners need to obtain the necessary building permits from local authorities. They also require a low-voltage electrical license for installation and maintenance. 

Who Can Install ERRCS 

This isn’t a DIY project. California requires that a qualified technician design and install the system, and personnel typically need certification in in-building system training, ERRCS certification through NICET, and FCC licensure for general radio operation.
